2025 LG Chairmen Going To House Of Assembly For Budget Presentation ‘An Aberration’-Osun APC
Osun State APC on Wednesday condemned the ‘presentation of budget’ in the state House of Assembly by the 2025 local government chairmen submitting that the state lawmakers and those who claimed to have presented budgets there are simply denialists.
Recall that Osun State Local Governments Imbroglio that had begun in February this year has continued with those who were elected in 2022, who are APC members, and those who were elected in 2025, who are PDP members, laying claim to chairmanship and councillorship positions in the state.
The state APC submitted on Wednesday that the state House of Assembly is seeking to undermine, twist and rewrite the judgment of the Supreme Court which had expressly granted full financial autonomy to the third tier of government.
‘It is laughable that the state lawmakers could condone or be active participants and work in cahoots with such an illegal association impersonating members of the Association of the Local Governments of Nigeria (ALGON)’ the state APC submitted in a statement issued in Osogbo on Wednesday by its Chairman, Sooko Tajudeen Lawal and made available to Team@orientactualmags.com.
The party added that such a conduct is not only ‘criminal but also contemptuous of the Supreme Court’s decision in the context’.

Osun State APC noted that it is the governor that presents a budget to the house of assembly and not those who are parading themselves as LG chairmen while adding that a local government chairman is expected to present the budget of the local council he or she heads to the local government parliament and not the house of assembly.
‘By the virtue of the judgment of the Court of Appeal of the 10th of February, 2025 which was not appealed against by any party, Hon Samuel Abiodun Idowu remains the legally recognized Osun State ALGON chairman who has been effectively superintending the affairs of the reinstated APC local government council chairmen and councilors to date.
It is our observation as a party that the indication of having boys in occupation includes when some impostors stormed the state legislative arm and claimed to present a budget.
It should sink in the subconscious of the satellite state lawmakers that no state house of assembly has the power to alter constitutional provisions.
With the local government autonomy, it becomes necessary and proper for the local governments to present their annual budgets to their respective local legislative councils (i.e., the councilors), not the State House of Assembly.
The local government autonomy means that the local governments can govern themselves independently, especially in terms of finance, administration, and decision-making, as guaranteed by Section 7 of the 1999 Constitution (as amended).
The Legislative Arm of the Local Government (Councilors) is empowered to review, debate, amend and approve the budget presented by the Executive Chairman.
The State House of Assembly no longer needs to approve local government budgets under full autonomy. Their role is to make laws that provide the framework for the local government operations, but not to manage their daily finances or budgets.
