Bichi Emirate ‘Missing’ As Kano Assembly Passes ‘Modified’ Emirate Council Bill Into Law

Kano state House of Assembly on Tuesday passed the Kano state Emirates Council Establishment Bill 2024 into law.

The bill which was sponsored by the Deputy Speaker of the House of Assembly , Muhammad Bello Bututu, who represents Rimin Gado/Tofa state constituency, provides for the establishment of Kano as first-class emirate and three new second class emirates; Rano, Gaya and Karaye.

Rano Emirate comprises Rano, Bunkure and Kibiya local governments, Gaya Emirate has Gaya, Albasu and Ajingi LGAs while Karaye Emirates will comprise Karaye and Rogo LGAs.

Only the Emir of Kano  will have consent authority as the three second class emirates would be answerable to him  and shall have powers to advise him on any matter relating to maintenance of public order, boundary dispute or dispute between two or more people within their areas of jurisdiction.

  Section 3 of the bill states that all appointments and activities of both first-class and second-class emirs will require the governor’s approval through the Commissioner for Local Governments and Chieftaincy Affairs  while  Section 4 outlines the hierarchical structure, establishing the Emir of Kano as the head of all emirates, with second-class emirs exercising jurisdiction over their respective local governments.

Noticeably absent is the Bichi Emirate -Alhaji Nasiru Ado Bayero and Alhaji Aminu Bayero had at different times served as  Emir of Bichi.

Recall that the immediate past governor of Kano state, Alhaji Abdulahi Ganduje had in his eight years as governor did a lot of things that had influenced the course of history especially when it comes to chieftaincy matters.

Apart from creating new emirate councils, Alhaji Muhammadu Sanusi was also removed as Emir of Kano in  March 2020 .

Recall  also that during his governorship, the Kano state House of Assembly  had  passed the Kano Emirate Council Amendment Bill, 2019 into Law which approved the creation of four additional emirate councils, bringing the number of First Class Emirs in the state to five.

The new councils were Gaya; Karaye, Rano, Bichi and the old Kano Emirate Council.

Also, when the law to create four new emirates was passed in 2019, it had  noted that the chairmanship of the Council of Chiefs  would be done in rotation by  the emirs  but it was later amended  in September 2020  to make the Emir of Kano the permanent chairman.

After scaling 3rd reading, the Kano state house of assembly had in May this year passed the Kano Emirates Council law (repeal bill) 2024 into law which had invalidated the creation of four new Emirate councils in the state.

The new bill had also noted that all offices that came into being under the repealed law will cease to exist.

‘Also all district heads elevated or appointed under the repealed law are to revert to the Kano state Emirates Council (Amendment number 2) Law, 2024’.
